Agenda Item: Early Head Start Contract Approval
Summary: 

Poudre School District partners with The Family Center/La Familia as our center-based partner for 0-36 month Early Childhood services, as part of our Head Start Grant. The Early Childhood team completed the RFP #22-A90-001, and The Family Center/La Familia was the awarded provider. The contract is for the Head Start year, from November 1, 2022-October 31, 2023, with the option to renew for one additional term. The reimbursement rate for The Family Center/La Familia will be at the rate of $15.25 per hour for up 1380 hours, to provide services  for up to 16 children during the year, with a maximum total expenditure of $336,720.

Policy Facts: 

Under paragraph 10 of Policy EL 2.6, the Superintendent shall not make or authorize any district purchase, contract or other financial obligation of $250,000 or more without prior Board approval. 


Under Policy DJA, prior approval of the Board of Education is required for the purchase of goods and/or services, including construction contracts, of $250,000 or more.

Background: 

As a part of the 2020-2025 Early Head Start Grant, Poudre School District offers a mixed delivery system of services for families including center-based services with a local provider and home visiting services through the district. PSD conducted an RFP process to invite community partners to provide center-based services. The Family Center/La Familia was the only provider that responded to the solicitation therefore they were selected as our partner.

 

Poudre School District Early Childhood has maintained a partnership with The Family Center/La Familia to provide services to children in a center-based setting for over ten years. This year they will provide up to 16 slots for services. While Poudre School District offers many classrooms for preschool, we currently do not offer any center-based classrooms for children under the age of 3. In our Early Head Start Program, many of our families require center-based care, rather than the home visiting program, which created the need for this partnership and allows us to offer slots through our Early Head Start program with our community partner. 

 

Recommendation: 

The Superintendent and Early Childhood Director recommend the Board approve expenditures in excess of $250,000, and authorize the Executive Director of Finance to sign and execute the attached agreement for the Early Head Start Services Agreement.
