Vendor: Hord Coplan Macht (HCM)
Purpose: Architectural Services – New South East Elementary
Selection Method: The District issued Request for Proposal RFP # 19-1E1-001 publicly using Rocky Mountain BidNet on November 9, 2018 (see attached, RFP for SE Architectural Design Services and addendum for further details).
All interested vendors had the opportunity to submit questions by November 20th by means of the Bidnet portal. The District responded to those questions on November 26th; all interested vendors had until December 12, 2018 at 2:00PM MST to finalize all bid submissions, after which the BidNet portal was closed.
On December 13, 2018 Construction Services staff evaluated the four proposals received and concluded the HCM was not only a highly qualified firm but also had the lowest overall base architectural fee of 4.9% for Architectural/Structural/Mechanical/Electrical (see attached, SE Elementary Architect Recommendation and Bid Tabulation for further details).

The HCM Denver office opened in 1972 and has provided architecture and interior design services for over 45 years. HCM has been working on K-12 projects for over 25 years with 300 projects in Colorado. “Our philosophy is to design educational spaces that respond to the educational vision and goals of our clients. Our process is interactive and collaborative and engages stakeholders. We utilize 3D tools for "live" design and to communicate the design by showing how the space will feel and look.”

After reviewing the recommendation, the Purchasing and Materials Manager issued an intent to award on December 17, 2018 contingent on successful negotiation of a contract and Board of Education approval (see attached Intent to Award Letter).
Key Provisions/Terms: Provisions of this agreement are pursuant to AIA Document B101-2017, which has been developed with the continued assistance of Darryl Farrington of Semple, Farrington and Everall PC. (see attached AIA Document B101-2017 SE Elementary and exhibits).
Estimated Cost: An estimated base fee of 4.9% for Architectural, Structural, Mechanical and Electrical services or $1,249,500 with an additional fee for consultants of $405,726 for a total contract value of $1,655,226. (costs are summarized in the B101-2107 SE Elementary Exhibit B)
