The East Larimer County Water District (ELCO) identified the Poudre School District (PSD) Prospect site parcel, along with numerous other parcels within their jurisdiction, as parcels that could not be supplied with sufficient water for development without regional improvements to the ELCO infrastructure. Over the past two years, PSD has worked with ELCO, Boxelder Sanitation District, Colorado State University Research Foundation, Eagle Development Company, Land Acquisition and Management LLC, Fort Collins/I-25 Interchange Corner LLC, and Paradigm Properties LLC to distribute the cost of the infrastructure proportionally between all parties involved. The Off-Site Cost Sharing and Third-Party Reimbursement Agreement, attached for Board review, also includes an opportunity for some repayment to certain members of the group based upon future growth of the region and initial contribution of funds. PSD’s initial contribution to the agreement is estimated to be $85,850.00 with a potential maximum repayment of $15,759.00. The regional improvements to ELCO’s infrastructure will ensure proper water pressure and volume are available to the new school being constructed on the Prospect site.
