Agenda Item: 2020-2021 US Foods Agreement
Summary: As a compliant participant in USDA’s National School Lunch and Breakfast Programs, Poudre School District provides meal options to 30,000 PSD students. The Poudre School District Child Nutrition Department served 600,630 breakfasts and 1,369,538 lunches during the 2019-2020 school year. As part of that meal service, the district purchased $1,281,984.19 from US Foods for groceries as our prime vendor.  Poudre School District has previously been with the Rockies Purchasing Services for over 15 years. This spring, the district sent out an RFP #20-750-010 for Food & Beverage Vending Machine Services. Based on the RFP, the District determined that it could save $4,500 and have more control over product brands by designing and awarding a bid specifically for PSD’s high expectations. The decision to award the bid is based specially on the vendors prices, product quality, nutrition quality and business services. The RFP committee unanimously voted to award this contract to US Foods based on their bid.

Policy Facts: 

Under paragraph 10 of Policy EL 2.6, the Superintendent shall not make or authorize any district purchase, contract or other financial obligation of $250,000 or more without prior Board approval. Under Policy DJA, prior approval of the Board of Education is required for the purchase of goods and/or services, including construction contracts, of $250,000 or more.

Background: 

The National School Lunch Program is a federally assisted meal program operating in public schools, nonprofit private schools, and residential child care institutions. It provides nutritionally balanced, low-cost or free lunches to children during each school day. The Food Distribution Division of USDA's Food and Nutrition Service, coordinates the distribution of USDA food. These programs support American agricultural producers by providing cash reimbursements for meals served in schools and other child nutrition institutions.

 

USDA began the processing program in 1958 to permit State Distributing Agencies and eligible Recipient Agencies to maximize the use of donated USDA Foods. Most of the USDA foods processed through these programs go to schools participating in the National School Lunch Program.  All other food items must be purchased by the agency to meet all meal nutritional requirements.

 

In the 2018-2019 fiscal year, PSD purchased $1,370,389.22 in products under this program from US Foods.
Recommendation: The Superintendent and Executive Director of Finance recommend the Board of Education authorize the issuance of a district Purchase Order(s) and the associated Terms and Conditions to approved vendors for the purchase of food products approved under the USDA National School Lunch Program during the 2020-2021 school year.
