Agenda Item: Child Nutrition Meadow Gold Dairy Contract Renewal
Summary: 

As a compliant participant in USDA’s National School Lunch and Breakfast Programs, Poudre School District provides meal options to 30,000 PSD students. The Poudre School District Child Nutrition Department served 600,630 breakfasts and 1,369,538 lunches during the 2019-2020 school year.  Specifically, for dairy, the USDA requires that milk be made available for reimbursable meals.

Policy Facts: Under paragraph 10 of Policy EL 2.6, the Superintendent shall not make or authorize any district purchase, contract or other financial obligation of $250,000 or more without prior Board approval. Under Policy DJA, prior approval of the Board of Education is required for the purchase of goods and/or services, including construction contracts, of $250,000 or more.
Background: Poudre School District spent $565,928 in SY 18-19 on milk, juice yogurt, and cottage cheese as part of the meals served in the NSLP. Poudre School District spent $443,462 from 8/19-3/20 in SY 19-20.  The decrease in dollars spent is due to school closure in compliance with state and local CoVID-19 regulations.  PSD and other Colorado School districts have very limited access to dairy companies that deliver milk to individual school sites as required with the high usage of PSD.  Currently Meadow Gold is the only company that offers daily milk delivery service to individual schools in Larimer County.  PSD has investigated other milk delivery options and products, but the costs are over $100,000 more than our current annual expenditures on dairy.  Those alternative methods would require hiring additional warehouse staff and vehicles to perform the required operations to meet USDA requirements based on PSD student participation volumes. There would not be a quality or service improvement with the increased costs of alternative vendors and delivery processes.
Recommendation: The Superintendent and Executive Director of Finance recommend the Board of Education authorize the issuance of a district Purchase Order(s) and the associated Terms and Conditions to renew the contract for the purchase of products approved under the USDA NSL program from Meadow Gold during the SY 21 school year.
